Would it be proper to pray Psalm 109:8 for Nancy Pelosi even tough the verse says "his" not hers ?

Yes, a Queen holds a scepter just as any King does. The women rule by the Crown, the Throne, the Scepter, Orb, Ring and Seal the same as any King. The Speaker serves using the same titles, literal office, placement of seat in Congress, Seal and all other paraphernalia that her male predecessors used. The “his” refers to the position/title/function.
