what pisses me off most is, these fucking dog killers are called "police officers", a true police officer would not do that, only the fucking scum of any po- lice dept.

Cats are smaller, faster and much harder to hit.
They are more likely to run away or stay still and not be noticed instead of investigating.
They are more likely to be in an inconspicuous place than dogs.
Cats do not concern themselves with the affairs of mere humans.
Dogs are involved and curious as well as territorial. Cats are self-involved.

If the cat was confined and it was a house search then dead kitty. If they are not confined and sufficiently alarmed they escape with their tiny, fast bodies in a furry streak. They are just, "A whole other animal".
