Quite possible but......
I've seen several videos from different ammo manufacturers, saying that they're ramping up production to their highest level (running 24/7), and hiring lots of new employees. I tend to think it'd be more of a mistake by a new employee, instead of the QC department. Many years ago, I used to work at a cheese plant. We made Individually Wrapped Slices of cheese, and packaged them in 12, 16, 24 slice packages. They added a 3rd shift and temporarily extended the hours of 1st & 2nd shift workers to help train these new people. It took a couple months before the 'rework' dropped to the levels of 1st & 2nd shift. |

I wonder if they were high or low on powder charges?
All the winchester brass I have was picked up off the range floor has been empty, so I know mine is good. |

I opened a box of Tula 9mm and the FMJ bullet on one round was canted to one side in the case. Almost to the point of being "L" shaped. Amazed they managed to even get it to go into the plastic shell holder.

The Ruskies seem to like to toss their screwups in the ammo boxes as bonus rounds. The ones I had weren’t even in the ammo holder. If you get one, don’t try to shoot it. While not L shaped, I’ve gotten some bonus 5.56 rounds. I tried one, thinking it was odd, but as a single round. Sure as hell, it wound up being a squib and I had to drive the bullet out of the barrel with a cleaning rod. So, don’t trust gifts from Russian ammo makers.

Powder makes good fertilizer, too. I pulled down 500 rounds of Spanish Santa Barbara 7.62 NATO from the ‘50s because it wouldn’t cycle my M14 or the FAL, even with the gas adjusted. Gave me about a pound of powder.
