I'm not sure why they even maintained a clearance once they left the job. Mine was pulled immediately when I left the Army. It's the best way to operate.

Having a security clearance and being in a position to use it are two different things. I got my TS/SCI clearance shortly before leaving the service. A clearance is good for a number of years before it has to be reviewed and renewed. A security clearance is a little like registration. It's only good for a certain number of years before needing renewal.
Having a clearance doesn't mean you get access to classified information unless you're in a position to with a need to know. That said, I would have yanked their clearances the first time they violated or commited any action which would call into question their behavior regarding security matters. For these assholes, that would have been long ago.

Having a security clearance does not necessarily authorize the person to receive information unless the person has a «need to know». So if his buddies pass on info that he is no longer authorized to see, they are comitting a security breach.
