RCBS dies for M2 ball
When the time comes to get into reloading, does the RCBS .30 06 decapper die also flare the neck of the case, or would a separate die be needed?

It deprimes and resizes the case and neck.
Why would you want to "flare" the neck?

To seat the bullet after priming and powder perhaps "flare" isn't the right word...

Pistol cart dies can be adjusted to flare to seat cast lead bullets then roll crimp
The RCBS 30-06 'full length' two die set will do everything you need. A resizing/depriming die and a bullet seater die You really dont need a separate decapper only die. . |

To seat the bullet you may have to chamfer the inside of the case neck.

Boat tailed bullet need very little case mouth expansion. I would only bell the case mouth if I were using a flat base bullet. It helps with lead bullet also.
Resizing the case length will also give give you more uniformity in your process. Use you caliper, anything that even a few thousands over should be trimmed. Then use your reamer tool to clean out the mouth of the case, don't go overboard with the reamer either. That will lead to splits in the mouth of the cases. I always kept track of how many times a group of cases had been reloaded. Annealing the neck and shoulder will make them last a lot longer too. One more thing, if you're reloading once fired milspec brass, you will need a primer pocked ream/cleaner. A regular ream WILL work, if you use it gently. It's easier on the primer pocket if you use a regular primer pocket reamer though, the residue of the primer crimp will cost you a bunch of primers. Cleaning out the carbon, from the previous primer will give you a better chance of not creating a misfire by plugging the flash hole. Personally, I used to run my cases through the vibro cleaner before priming them. I got used to using a hand primer, instead of the standard primer set that is in the RCBS units. Allows me to inspect that primer pocket. |

Getting a new shed, so reloading may keep me occupied when other chores are done.

With jacketed bullets, all you need to do is very lightly chamfer the case mouth inside and out (when you get the brass and when you trim). The sizing die sizes the case, deprimes, and expands the neck.
If you are loading lead bullets, you can get an "universal expander" that does not expand at all and just flares the case mouth. Just hold the bullet in the case mouth and raise it into the seating die and "Bob's your uncle." A bevel-base or boat-tail bullet makes the job even easier, if that is possible. It seems you are worrying about things before you even start. The needs of the dies have been worked out about 100 years ago. |
