He was a Belgian king who was ruthless in his management of the Congo in order to extract rubber. When his rubber quotas were not met, he had his men cut off natives' hands. It is not clear how one-handed natives increased the rubber quota, but I am getting lost in the weeds.

Cutting off one guys hand does not increase his quota, but it is a huge motivator for the rest of the workers.
