That wouldn't work. You can't just change a small part and then use the other person's work. That is still not fair use.

Exactly how much? That could be left up to a court. But It seems that no more than 10% of the original document maximum is a reasonably safe figure.

And even then, it would depend on the importance of that 10%. It isn't a cut and dried situation.
